We've had parents request a children's or teens forum, but as an organization, we'd need to be compliant with the federal law, COPPA - Children's Online Child Protection and Privacy Act. As such, we'd need to have parental consent for children under age 13 to participate and we'd have to monitor conversations to make sure children are adequately protected on our forums. The law (and school epipens) actually applies only to kids who do not have known allergies or their own epipens.
